Divine Conduit. While the Rift Crystal persists Cirothe can innately cast spells. Her spellcasting ability is Charisma (spell save DC 19, +11 to hit with spell attacks). She can cast the following spells, requiring no material components: 

At will: fire bolt

3/day each: command , glyph of warding , hold person , wall of fire

2/day each: counterspell , heat metal , scorching ray

Legendary Resistance (3/Day). When Cirothe fails a saving throw , she can choose to succeed instead. When she does, Cirothe sheds some of her scales, which turn to sand. If she has no more uses of this ability, Cirothe’s Armor Class is reduced to 17 until she finishes a long rest .

Searing Heat. A creature that touches Cirothe or hits her with a melee attack for the first time on a turn takes 7 (2d6) fire damage. 

Volcanic Tyrant. Cirothe is immune to the effects of poisonous gasses caused by volcanic environments. She also ignores difficult terrain caused by lava.


ACTIONS

Multiattack. Cirothe attacks once with her bite and twice with her claws. In place of her bite attack, Cirothe can Spit Fire.

Bite. Melee Weapon Attack: +12 to hit, reach 10 ft., one target. Hit: 22 (3d10+6) piercing damage plus 4 (1d8) fire damage.

Claw. Melee Weapon Attack: +12 to hit, reach 5 ft., one target. Hit: 19 (3d8+6) slashing damage.

Tail. Melee Weapon Attack: +12 to hit, reach 15 ft., one target. Hit: 15 (2d8+6) bludgeoning damage, and Cirothe pushes the target 10 feet away.

Fire Bolt (Cantrip; V, S). Ranged Spell Attack: +11 to hit, range 120 ft., one target. Hit: 22 (4d10) fire damage.

Scorching Ray (2nd-Level; V, S). Ranged Spell Attack: +11 to hit, range 120 ft., three rays with one target each. Hit: 7 (2d6) fire damage.

Spit Fire. Cirothe targets a creature within 60 feet, forcing it to make a DC 21 Dexterity saving throw . The creature takes 22 (4d10) fire damage on a failure or half damage on a success. A creature that fails the save also takes 5 (1d10) ongoing fire damage. A creature can use an action to end the ongoing damage.

Fire Breath (Recharge 5–6). Cirothe exhales a blast of fire in a 60-foot cone. Each creature in the area makes a DC 21 Dexterity saving throw , taking 56 (16d6) fire damage on a failed save or half damage on a success. A creature that fails the saving throw also takes 5 (1d10) ongoing fire damage. While affected by this ongoing damage, it is frightened of Cirothe. A creature can use an action to end the ongoing damage.


REACTIONS

Tail Attack. When a creature Cirothe can see within 10 feet hits her with a melee attack, she makes a tail attack against it.


LEGENDARY ACTIONS

Cirothe can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. Cirothe regains spent legendary actions at the start of her turn.

Cast Spell. Cirothe casts a cantrip or a 1st-level spell. She can use 2 legendary actions to cast a 2nd-level spell or 3 legendary actions to cast a 3rd-level spell.

Roar. Each creature of Cirothe’s choice within 120 feet that can hear her makes a DC 19 Charisma saving throw . On a failure, it is frightened for 1 minute. A creature repeats the saving throw at the end of its turns, ending the effect on itself on a success. When it succeeds on a saving throw or the effect ends for it, it is immune to Roar for 24 hours.

Wing Attack. Cirothe beats her wings. Each creature within 15 feet makes a DC 20 Dexterity saving throw . On a failure, it is pushed 10 feet away and knocked prone . The dragon can then fly up to half its fly speed.
